I'd normally use arXiv [1] if it does not require peer review. If you
want peer review, the new Open Science journal from the Royal Society
[2] may be an option (there are, at least for now, no fees for the
latter, and the former has always been free of charge).

From your abstract it looks to me like it would go in the Computers
and Society category [3] on arXiv.
