[open-science] Capacity building programs for journal editors on open licensing

I'm building a program with a regional scientific publication portal
for capacity building on open licensing.

In this phase, we are gathering references on institutions and
programs with similar efforts.

The target audience is editors of independent journals, mainly.

The editors and journal teams are eager to work with open licensing
but sometimes are not knowledgeable of the licenses and how to ensure
articles are properly credited and shared. The regional publication
portal also works with metadata and embedded licensing information and
helping editors to know about these tools and use them is another
objective. Portal staff, editors and collaborators are volunteers so
the capacity building program will rely greatly on online material
designed for this program and referenced online.
