[Open-transport] Semi-open (non free for commercial use) data

This discussion is very academic. Since facts cannot be copyrighted, thus 
anyone redistributing facts are by definition not in violation of any 
license.

By definition any app that has users increase the visibility of the 
transport agency and by that definition could be considered with commercial 
value.

The basic distinction we have in The Netherlands is:

 - CC-0 data, with a maximum subscription fee per connection for a
   symbolic 1000 euro per year.

 - data with a service level agreement with has a maximum subscription
   fee per connection for a symbolic 1000 euro per year.

Effectively both CC-0 as SLA realtime data streams are free as in beer.
