It's here, it's not a standard open licence, but given Great Britain's 
track record (pardon the pun) in these things, is probably less 
restrictive than other parts of the world.

NRE have set up http://realtime.nationalrail.co.uk/OpenLDBWSRegistration 
- (more) open access to a SOAP API in to National Rail Enquiries' (the 
organisation that runs train enquiry services on behalf of the 
franchised train operators) Darwin system, which is the platform that 
powers numerous mobile apps, websites and information boards at stations.
