[wdmmg-dev] recent changes in OpenSpending codebase

Hello,

over the last two weeks, there have been significant changes to our 
codebase; these changes are largely the work of Nick Stenning:

* test organisation and coverage has been improved significantly
* non-web parts of the system have been decoupled from the pylons web 
framework
* (indeed, the app has been split in two)
* removal of bespoke loaders / standardisation of import format, 
implying sorting out the tests for important longstanding datasets
* better tools for loading (particularly from the CLI)
* improved "paster importreport" test of all dataset loads

The test improvements will make it easier for us to develop the system 
in the future.
