Mark,

I've fixed most of the issues we found (and can no longer reproduce Tim's
problem), so please check out what's on sandbox at the moment, and then try
a reload of the proper dataset.

It turns out that the dataset import process flushes the search index before
rebuilding it, so it doesn't matter too much that the "drop database"
function doesn't do this itself.
