Hello,

I've separated out various concerns in the main loop of the CSV importer,
primarily with a view to getting better error messages to www users.

We now get the field which caused the error, as well as the line number, for
all types of errors. For debugging the importer, there are options for
limiting the number of errors, and for getting the exception/call stack
propagated back to the toplevel.

I'm sorry if this code looks like it's been rewritten by an ML weenie. It
basically has.
