[openspending-dev] Balance Sheets - advice please!

Hi Folk,

Great - thanks for all of your input. Are we decided then - to reformat the
data along the lines suggested by Mark.

@Friedrich, didn't entirely understand:

"We'll just have to remember to reverse `to` and `from` if they are to be
set :)"

- Is this something JeanBrice needs to worry about when formatting his data
/ is this only an issue when loading the data in?
