[openspending-dev] pull request for the openspending API

Hi!

I've just send a pull request with the first version of the API for loading datasets, so you guys can review what I have done.

By the way, while running the unit tests with 'nosetests' about 20% of them (55 of 215) are failing with a "connection refused" message, e.g.  "openspending.ui.test.functional.test_source.TestSourceController.test_create_source_invalid_url"

Is this normal?
