[openspending-dev] Unplanned outage for s133

Hello folks,

s133, the server that hosts openspending.org and farmsubsidy.org frontend
had an unplanned outage today. The supervisor log showed out of disk space
while df -h showed enough free space to not be a problem. The server was
out of inodes because of cache files created by openspending for sessions.

After deleting these files and restarting the services, everything is back
online.
