[OKFN-EN] query about UK open data census

We're updating the places list as we go so this feedback is great - plus
we'd love to see the info for Oldham. Before we go and add just Oldham
could you suggest others we should add for the Manchester area - e.g. are
there other "cities" / local authority areas we should also add at the same
time.
