[okfn-za] More contested wards - this time nationwide

This is great Adi. For an outsider like me who doesn't have as much
context it could be useful to have additional info like:

* what is the history of outcomes in previous elections
* how does this affect overall outcome (e.g. will the contested seats
have an affect on the overall outcome in any meaningful way)
