[open-science] open access perils? (#RIP @aaronscwarz)

I don't want to stifle discussion - this is just to say that this out of
scope for what I intend to communicate to the House Of Lords. Note that my
initial suggestion do not suggest that I was complacent about the UK's
position - nor that the HoL was. I simply
noted that many people look to the UK for leads in the area of Open Access
- and indeed the HoLis doing this by asking for input. I shall continue my
discussions about what I shall write on the other thread.
